David Dilks David Dilks was Professor of International History at Leeds 1970-1991 and then Vice-Chancellor of the University of Hull 1991-1999. He has been associated with Commonwealth affairs and youth exchanges all his life, and was the first Chairman of the Commonwealth Youth Exchange Council (1968-1973).
